The Role Government water systems (JJM–IMIS, AP Mana Mitra, RWSS) carry uncertain Power BI licensing, and EAII’s current Inline Chlorination (ILC) reporting depends on Power BI – a tool that cannot be embedded natively into state portals or shared with officials who lack licences. This role reports to the Manager, Safe Water Operations. In this role, you will build and harden a lightweight, fully org-owned alternative: standalone HTML/CSS/JavaScript dashboards fed from public Google Sheets CSV exports and REST/JSON endpoints. This removes the licensing barrier, deploys anywhere, and gives EAII full ownership of its reporting stack for the India Safe Water – Inline Chlorination (ISW–ILC) programme. Responsibilities Backend Development & Data Integration • Design and build robust backend APIs (REST/JSON) that securely consume, validate, and transform data from government systems (JJM–IMIS, AP Mana Mitra, RWSS) and public Google Sheets CSV exports. • Develop data pipelines and ETL processes to standardize government data feeds into a consistent JSON schema accessible to multiple frontend clients. • Implement authentication, data validation, error handling, and rate limiting for production-grade API reliability. • Architect a configuration layer and data model enabling new indicators, sites, and districts to be added without backend code changes. Government Integration & Handover • Conduct a source/API audit and define a data contract and JSON schema during the discovery phase. • Work with government IT teams to establish secure, reliable data access and define API SLAs. • Prepare comprehensive API documentation, deployment guides, and a maintenance runbook for Program Operations. • Present fortnightly demos against agreed milestones; hand over all code and documentation to EAII at the end of the engagement. Deliverables & 1-Year Timeline • Months 1–2 – Discovery & setup: source/API audit, data contract, JSON schema, backend architecture. • Months 3–6 – Core build: backend APIs, data pipelines, integration with JSON/CSV feeds; core ILC indicators. • Months 7–8 – Integration & hardening: REST API wiring, data validation layer, government deployment infrastructure. • Months 9–11 – Scaling & optimization: performance tuning, self-hosted deployment, documentation. • Month 12 – Handover: documentation, maintenance runbook, knowledge transfer to Program Operations. Requirements Essential • Bachelor's degree (Master's preferred) in engineering, computer science, IT/data systems, or a related field • 4+ years of backend development experience using a modern framework (Python/Django, Node.js/Express, Java/Spring, or equivalent) • Strong experience designing and building REST/JSON APIs with proper authentication, error handling, and rate limiting • Expertise in data pipelines, ETL processes, and database design (SQL and/or NoSQL) • Proficiency with version control (Git), CI/CD practices, and production deployment • Experience consuming and integrating third-party APIs and CSV data feeds • Strong problem-solving and debugging skills in distributed data systems • Willingness to travel upto 40% of the time across Andhra Pradesh and other states as required Desirable • Experience with government/public-sector data integration • Experience with frontend development (HTML5, CSS3, vanilla JavaScript, or modern frameworks) • Familiarity with visualization libraries (Chart.js, D3.js, or similar) • Basic knowledge of geospatial/choropleth mapping • Experience with static site and self-hosted deployment (e.g., Windows Service / NSSM) • Knowledge of Google Sheets Apps Script or Power Query (useful for data source integration) • Design sensibility aligned with Evidence Action's brand system Disclaimer: The job description provided above is a general outline of the typical responsibilities and requir
