Project context: A major full-field oil development in southern Iraq: about 220 new wells feeding a new central processing facility with a capacity of 210 kbopd. The project interfaces with several neighbouring developments, including an earlier-phase field upgrade, a gas midstream project and a seawater supply project. It has a strong focus on safety culture, cost control and local content. Mission • Oversee all Instrument, Control and Telecom (IC&T) engineering activities for the Network Wellpads and Pipelines package • Ensure IC&T deliverables meet project requirements, technical standards and safety standards • Coordinate across engineering disciplines, and with the Engineering Manager and Construction team, to complete IC&T tasks on time Key activities • Lead the IC&T engineering team to deliver on schedule, within budget and to quality standards, applying lessons learned from past projects • Identify safe-by-design opportunities to eliminate, reduce or mitigate HSE risks during construction • Ensure the contractor’s IC&T documentation, including the Master Document Register, is fit for purpose • Review and approve IC&T designs, drawings and specifications against project and regulatory requirements • Support interface management with drilling, early infrastructure works, existing facilities and the central processing facility • Participate in technical bid evaluations and vendor clarifications • Participate in HAZOP, SIL assessment and SIF identification workshops • Attend Factory Acceptance Tests as required • Manage design changes, ensuring each is properly evaluated, documented and communicated • Work with Process, Pipeline, Electrical, Civil & Structural, Technical Safety, Mechanical and Piping engineers to integrate quality and safety into IC&T work • Identify technical risks and develop mitigation strategies • Resolve IC&T issues promptly and communicate solutions to stakeholders • Develop and maintain IC&T quality standards, working with the Quality Lead where required • Act as the Company’s main point of contact on IC&T matters with contractors, suppliers and other stakeholders • Provide IC&T support to procurement and construction teams • Improve IC&T engineering processes to increase efficiency and reduce costs, and share lessons learned Accountabilities • Delivery of the IC&T engineering scope for the Wellpads and Pipelines package to quality and safety requirements • Compliance with all relevant standards and regulations throughout IC&T engineering Qualifications and experience • Bachelor’s degree in Instrumentation Engineering; Professional Engineer (PE) certification preferred • Minimum 8 years in IC&T engineering, preferably on large-scale oil and gas projects • At least 5 years in a leadership role overseeing IC&T engineering, ideally on EPC projects • Strong technical command of IC&T engineering practices • Proven ability to lead IC&T engineering, manage design changes and deliver high-quality solutions Languages • Fluent English; Arabic or Chinese is an asset Skills and competencies • Strong leadership and communication skills • Strong problem-solving and decision-making abilities • Effective management of multidisciplinary teams in a multicultural environment
